Will the immigration of Malaysia issue me a working Visa?

I want to know if the Malaysian immigration will issue me a working VISA though I am not a college graduate. I can only provide my pport, copy of grades from my previous school(college level), certificates of employments from my current and previous employers. I already have an employer in Malaysia (Pacnet), and they told me that the Malaysian Immigration will not issue a working VISA if I don't have a diploma and TOR. Is that true?
