A good image editor?

I'm looking for a nice and simple image editor that's freeware. I was originally hoping to get ArtGem, but it was discontinued and I can find no one supplying a download of it any more. I'm looking for something similar to it, I simply want to design simple backgrounds for games. And please, don't say PhotoShop lol.
