What makes a young child 14 and younger promiscuous?

Older siblings, parents, and/or role models. Children follow by example, if they see an older sister being promiscuous 9 times out of 10 they will be too. Also if they want to fit in with their peers, they may try to act a certain way. Now it is not uncommon to hear of kids having as young as elementary. Sad really.
