Improper tip handling by employer?

I am a waiter in San Antonio, TX.. Recently management has decided to retain all charge tips to be paid on our paycheck, which we receive bi-weekly, instead of in cash at the end of each shift/day. No reason was given, and discussion as to why is FLATLY discouraged.
